South Korean Regulators Propose Crypto ETF Roadmap, But Final Rules Pending
South Korea’s Financial Services Commission (FSC) has drafted a plan to permit spot crypto ETFs, with implementation expected in late 2025.
The roadmap, submitted to the presidential policy committee, also outlines steps to legalize KRW-based stablecoins by 2025—a key initiative under President Lee Jae Myung.
However, the FSC issued a follow-up statement Friday, clarifying that the reported details are preliminary and not yet confirmed. The cautious approach reflects lingering regulatory concerns, despite the government’s push for progressive crypto policies.
