Russia to Establish a Crypto Exchange

Russia’s Ministry of Finance and the Central Bank are set to launch a cryptocurrency exchange for “super-qualified investors,” according to Finance Minister Anton Siluanov. He announced this during a Finance Ministry board meeting on April 23, as reported by RBC.

The platform is part of efforts to regulate digital assets within an experimental legal framework. Siluanov stated the aim is to bring crypto operations into compliance while adhering to existing legal standards.

The exchange will function outside Russia’s domestic financial system, handling transactions permitted under this regime.

Currently, Russian law allows individuals to buy and hold cryptocurrencies but restricts their use for domestic payments. There is no centralized crypto exchange in Russia, so citizens use offshore platforms for trading digital assets.
